The government has enhanced the income limit of the creamy layer in the list of Other Backward Classes (OBC) from Rs 4.50 lakh to Rs 6 lakh so that more eligible beneficiaries could take benefits of various welfare schemes of the state government, stated Chief Minister Virbhadra Singh while chairing the 13th State level meeting of Labana Board, here today.
He said that 12 percent reservation was being provided to the Labana community for class-I and class-II posts through direct recruitment in government sector besides 18 percent for class-III and class-IV posts in government jobs.
The Chief Minister directed for opening new Panchayat Bhawan at Troh, in GP Troh of district Mandi and asked for bringing the issue pertaining to opening of ‘Sewing Centres’ in the Cabinet.
He directed the departments to blacklist the contractors who had failed to complete the works in stipulated time and added to extra financial burden on the state exchequer. Demands were accepted to place two specialist doctors in Ratti Community Health Centre at Balh in Mandi district.
The matter was taken up for opening community centre in Palampur for which directions were issued to deputy commissioner, Kangra for procuring feasibility report. Issue was also discussed regarding constructing play field near Government Middle School Kolar in Mandi district by taking over the land nearby. It was also decided to sanction funds for play- ground at Badiyana in Bhoranj tehsil of district Hamirpur. He also directed to construct an additional room in HPPWD inspection hut at Galma near Ner Chowk in Mandi. It was also decided to black top the Dhalun-Dhaneta via Baba Kirpa Chahar road of village Dhoran in Palampur and Ratti-Tanda-Baag-Sehyani road in village Balt in Mandi.
It was decided to connect Tanda-Massal village of Nagrota Bagwan with Gujreda water supply scheme in Kangra district to solve the drinking water problem of the Labana community.
Directions were issued to install hand-pump in Labana hamlet in Tanda-samoh in Bilaspur. He directed to install hand-pumps where-ever necessary as per the feasibility and to change water pipe lines of different dimensions as per the demands raised in the meeting besides repairing of traditional Kuhals (canals). Permission was granted to construct community building ( Labana Bahawan) in village Dhoran in Palampur.
The Chief Minister also directed to open a Basket Ball court in government high school, Tanda, in Rajpura, Palampur and to complete the work of augmentation of Rs. 4.60 crore Lift drinking water supply scheme Hatwar in Bilaspur district.
Common consensus was reached upon to install solar lights in areas other than those which comes in Schedule Caste habitations. It was also revealed in the meeting that an appropriate piece of land was being identified for construction of State level Labana Bhawan somewhere in or near Shimla. A sum of Rs 3 lakh would be spent on construction of rain shelters in Village Kot-Tanda and Balhi in Bilaspur near the crematorium grounds. It was disclosed in meeting that funds for construction of rain shelters near the cremation grounds of Labana community in district Hamirpur and Mandi had been sanctioned.
Social Justice and Empowerment Minister Dr. (Col.) Dhani Ram Shandil earlier welcomed the Chief Minister and detailed about the various welfare schemes being implemented by the state government for welfare of Labana community.
The representatives of Labana Welfare Board, senior officers of the State government were present in the meeting.
